Yeah man, F23s have a high satisfaction for those who need a good economy car with a kick. It runs smooth, and fullfills the prophecy of a RELIABLE Honda.
I have had only throttle body issues, and had it cleaned out. I have noticed a decrease in mileage since I got it in 2001, but its also because of the CAI, DC Headers, and Apex Exhuast (its not loud) I've slapped on it. I got in a major accident that nearly totalled the car, but my love for it brought it back to life. And its still good.

I've dropped the car, but its too low and I'm partying at scrape central, so I think I may raise it back to stock height, but leave it on the Tokico Illuminas (I think theyre fun to play with).
I am thinking for that torque boost at low end power you can simply get a pulley system. However, it will work your alternator more. I think its worth it however, if you're really enthusiastic about the sportiness of your car. Good luck dude.
