its apts and townhouses that are federally subsidized (section 8, really poor people) or state subsidized (below average median income aka ami) or both for the really really poor.
so if the ami is 75k like in san francisco, you can live in a low income apt at 30-50% ami
mainly aimed toward farm workers/"artist"/working class(fast food) people, but there are people that qualify as broke college students or shady mofos that lie on their income taxes and own a business. ive heard stories of people that own cleaners and such and make mad bank but live in low income apts
