I'd either say your motors are going out or you need to lube the tracks/slides/guides (whatever you want to call them).

And can you give any more detail as to the 2nd problem? I had a problem with my old window to where every time I tried to close it, it would start to make a loud banging noise and would sort of hop. It would always come within a 1/4 of a inch from closing all the way. It turned out to be a damaged tooth on my regulator. The teeth on the motor would try and find the next tooth on the regulator but the window would slide back down when it missed that broken tooth and would just go through the same process.
