Compressor surge is what happens when the throttle plate closes and causes a shock wave that travels back to the compressor wheel violently shoving it back and forth against the thrust bearings. Run the car without a BOV and you'll know exactly what I mean.

The valve just doesn't open quickly enough at low boost to relieve the pressure.
