I don't know...in the apartments around here, the owners are responsible for rehabbing them. Some apartments allow painting, but in some, you have to paint it back to the original color when you move out.

yea i go months at a time without even paying rent .... lets just say they dont really care too much.
i have no lease, no nothing, no even real landlord. as long as i dont burn the place down they dont care.
