Moved to Engine Swaps.

I would expect NJ to have the same laws regarding swaps as California... that the swapped motor must be the either the same model year as the chassis or newer... and that all the emissions equipment for the model year of the swapped engine must be installed and functional.

If that's the case, then the only smog legal options are:
a) Swap in an OBD-2 motor that is the same year or older than the car... or
b) retrofit all of the OBD-2 emissions sensors and evaporative emissions equipment.
