about these obd2--> obd1 conversions

I know in Jersey at least, all 96 and up obd2 is required to pass emissions inspection; they just hook it up to the computer (obd2) and if the check engine light is on, or if they can't hook it up, you automatically fail

So I just want to know how you get it to pass, unless the interfaces are the same but I didn't think so but maybe they are
