Default Timing mark issue

Alright, my cel is still on from a long time ago. P1337 crankshaft position sensor faulty and random misfire on all 4 cylinders.

I've replaced
wires
plugs (gapped properly)
cap
rotor
ignition coil
set the valve lash twice

Now, when i check my timing the little white mark generally stays at 16bdc but every so often i see it jump about 1 inch advanced. I can smell my exhaust running rich.

Through research i've found most vehicles that are getting this problem are due to a shaft in the distributor being loose and vibrating cause it to jump.

I've bought a new crankshaft position sensor but have not installed it for now i think it may be the distributor?

Anyone have any ideas?
