i own a b16a 97 civic hatch, at 1st and 2nd gear it is fast but when i make the change for the 3rd the car dies...

can someone help me on this?
please also give me some tips on simple mods that i can make by my self under the hood!! i heard that by closing the pipe that takes fuel back 2 the tank also increases something.. is it true?
