Seems to me that just means to tighten it until it is snug and stop there. I hardly think it is going to be a critical number if you tighten it a little more or less as long as you don't strip or break it.
Actually, it turns out there are several things on my car that get torqued to 7ft-lbs.

Last night I was referring mainly to the bleed bolt, had it just been that alone, I don't think I would've bothered asking the orig. Q
Anyway, I ended up just getting it snug w/ regular ratchet, everything went fairly smooth (though fan still won't come on :chuckles
Last night, after giving it more thought, remembering the little booklet that came with the torque wrench, I realized if I'd turned it below 10ft-lbs. it would probably have messed it up...
