sounds like an electric problem to me. To many places to look for tho. I am smelling other problems as well. There is gotta be a connector hanging if relay is gone. if not than follow wires they might have moved the location. Lots of mechanics do that. I am not sure if yours did it or not but follow the wires to find either an empty connector or to moved location.
