This controls the condenser fan. The condenser fan sucks air threw your condenser this is impotent to ac function. But this still dose not explain why your compressor will not turn on. Thy are 2 different circuits but are related in the ac system.

Did it fall??? Do you see the plug for the condenser fan relay??? This may get sticky lol.
