your fogs should have come with the necessary wiring with switch to be turned on/off!!
I dont see why you should connect them with your headlights!
when you wire up the OEM lights as they should be wired, they only turn on with the headlamps.
for the OP, this is because you should only use your fog lamps in conjunction with your headlamps when its foggy outside.
