Yes, the dumptube does what it says, by "dumping" the exhaust gasses out into the atmosphere.
On stock Turbo cars, like DSM Galant VR4's, the wastegate opening goes back into the exhaust.
And yes it is super loud, like a hissing sound... But it makes turbo lag almost non-existent and will surely add power.
