I GOT IT!!!!!!!!!!

The problem was the fact that a few of the cam caps weren't tightened down enough by the guy who owned the motor last, and when i was adjusting the valves AGAIN, i noticed a few bolts loose, and the caps lifted i would say about 2-3 caps lifted on the intake side. I tighten them all back down, adjust valves, and VoilLA it runs like a champ. I changed out to a 2000 Si TB with the Map sensor on the TB so there will be no problems with that, but otehr than that it runs like a champ !!!!!!!!
