Default 89CRXHF No start

I've got a 1989 CRX HF completely stock. It has no spark. I've got 12V up at the coil +, but get no break in the field to cause it to fire. I thought it an igniter tbl, replaced the igniter to no avail. I'm getting 12V out of the igniter terminal to the ECU trigger. If I ground this terminal, I will cause a test light in place of the coil to light (ie: I collapse the coil field causing it to fire). I suspect a bad ECU. On initial inspect, I'm getting a code 20, and was getting a code 1 as well (only getting the code 20 after an ECU memory reset).

I don't think it to be the coil nor igniter, the distributer turns, I'm getting fuel as I can smell it if I constantly try to start it.

The car would stumble occasionally when it was damp out, but never really seemed to have a trouble before it quit altogether. It died on acceleration onto a highway ramp.

Anyone have any other ideas before having to buy an ECU, and what would be an indication of a electrical load detection failure? It's supposedly in the fuse panel, what's it look like?
