I get the feeling by not making the HD-DVD drive standard microsoft is digging their grave. They will be capped by the 9gb dual-layer dvd capability. I know you can stuff a lot of information in 9gb but in the future they're going to run out of space and who wants to spring $120-$200 to play the latest game? Oh absolutely. The Xbox360 is turning into a modern day Sega Genesis with all the major hardware upgrades.
Because of the installation base of close to 11M consoles that don't have the HD-DVD standard, MS can't just start putting games on that format.
Release a Halo3 HD-DVD version, and you'll ignite riots.
