To me it seems the most likely thing is the caliper slider pins are dirty/corroded & need to be cleaned so they slide properly.

Also...
Make sure the steel backing plates of the new pads slide nicely into the caliper bracket. Sometimes I have to file a little so they fit nice. (Usually it's not much more than the thickness of the paint.)
