It's due to the structure the light housing were connected too, which by the looks from the picture, was pushed in. IMO, for a $7000 job, that damage should have been repaired to the point that you couldn't even tell. It could also be that the housing wasn't put on right and maybe just needs to be adjusted. As far as the clock light, yes it should be lit and they're known to go out on this particular gen accord. You can replace the bulb with an LED, that should last you a while.
