Assuming your doing the work yourself, 5K will get you near 230 whp if you are lucky. Add a Nitrious system and your goals are attainable.

An OTS turbo kit can be had for around 3K +/-, and figure another thousand for engine management and tunning. This would give you almost 300 whp.
