This is really dependent on the both the aplication and the area that you live in. The cold air intake is obviusly going to give the most substantial gains in hp/tq, but there is the underlying risk of sucking up water. This is where you location comes into play. If you think your area is exceptionaly damp and prone to a higher chance of your car meeting large amounts of standing water, perhaps a cold air isnt the best idea. The differences between the two as far as power is concerned is very small, so it really is simply a matter of how comfortable you are with running a cold air.
