Loosen the bolt, and allow the spring to tighten automatically. Lightly tighten the bolt and rotate 180 deg. Then loosen the bolt and allow it to tighten again, then re-torque the bolt to spec.
I thought it was like this:

1. set crank to TDC
2. loosen tensioner bolt
3. turn the crank exactly 3 cam gear teeth (watch the cam gears as you turn the crank)
4. torque the tensioner bolt to spec
