Blow by is combustion chamber pressure that has leaked past the piston rings into the crank case.

Typically, blow by is seen on turbocharged motors with poor tunes or spiking issues that have cracked ringlands causing low compression. It could happen on a stock engine with worn rings, though. Run a compression and leakdown test to make sure the rings are still holding decent compression.
