By artificially decreasing supply, they are increasing demand. Increasing it so much that people are willing to pay lots more money for them.
So, it's not the person waiting in line buying 10 of them's "fault".
It's not the buyers "fault".
If anyone, blame the mfgr for creating the demand in the first place by having such low stock of them.
