Acceleration is faster if you have a smaller wheel (case in point most Honda drag racers use 13" wheels versus 22" ones)...why? Well the smaller diameter wheel makes gearing shorter and better acceleration, smaller wheels and the associated tires also weigh less meaning less rotational inertia (less effort to turn the wheel one revolution either by accelerating or stopping it). Most people who upgrade wheel sizes do it for the look and the misconception that it'll make the car faster (as it looks faster). 15" is the max I advise on an EF Civic/CRX. You get the good looks (the availability of affordable and quality wheels is very high), it remains near factory spec so hardly any worries about affecting your speedo/odo meters, you keep decent acceleration (putting 17" wheels on a CRX makes it very slow and adds tire rubbing problems not just from fenders but from width in lock to lock turning).
