It isn't absolutely necessary...zip ties work just fine. The fork is held with a pinch bolt that isn't dependent on whether the brake line bracket is there or not.
well, i wouldn't risk it. i can name a couple of reasons why i want it there, and i've definitely seen it listed as a crucial step. also, having the brake line secured like stock is nice.
