The VTEC system works off oil pressure so running the car out of oil would certainly prevent it from functioning properly. The components are pretty much out of the way of obstacles so it's unlikely you damaged anything driving over the sewer lid.
Dumb question, but were you at 7000 RPM and full throttle when the light cam on or were you at low RPM and light throttle?? How far did you drive it with the "low oil pressure" light on??
Oh, that light basically means you have NO oil pressure.
How low is your car?? Stock is ~5.5" of ground clearance. If you're not slammed to the ground with a 3.5" drop you may have an insurance claim with the highway/construction company responsible for the protruding obstacle in the roadway
