No.
The ECU is not the sole restriction.
You will not gain power by swapping the ECU alone.. and it is not a plug-n-play solution.

The reduced horsepower rating of the 2nd Gen non-VTEC Integra is due primarily to the less agressive cams and marginally smaller valves used in the B18A1.

If you are considering a naturally-aspirated build for your Integra, save your money and do one of three things.
a) Sell your LS and buy a DC2 Integra GSR.
b) Build your B18A1 block in preparation for a VTEC head transplant
c) Swap in either a B18C1, H22A2 or if money is no object, a K20A.
