If HTML and CSS learn to do it by hand with notepad, wordpad or something of the sort and same with CSS. Google is your friend when it comes to tags and neither are hard to learn or figure out. Most WYSIWYG editors hack and make code very very ugly and tough to decipher if you ever want to hand edit it.
