If the pulley is rubbing the cover, the cover is usually loose. Check it. If the cover is tight, grab the crank pulley and try to shake it side-to-side... obviously, tighten it if it is loose.

The squeel noise is from loose or old belts. Check them, tighten or replace as needed.
