are the 99-00 headlights bigger than the 96-98's?

i saw a pic of a hatch today that the 99-00 front bumper, but still had the 98 headlights... (the car was a 98, i believe.) i thought hood, fenders, and headlight size all changed.... i could be wrong, it may just be visually different...
