yeah, could be. but then that's speculation. the same exact thing could apply to anywhere else, that's why it's most accurate to go by stats.
regardless, both areas are fucked up enough that i'm glad i don't have to spend time in either place.

keep in mind, for it to be a fair comparison, you'd have to run by the same amount of people. and in that case, no, you wouldn't see more.
