And, yes camden NJ is at the top if you include smaller cities
no.. camden is at the top, period. for 2004, baltimore rates 6th.

Most Dangerous U.S. Cities, 2004
1. Camden N.J.
2. Detroit, Mich.
3. St. Louis, Mo.
4. Flint, Mich.
5. Richmond, Va.
6. Baltimore, Md.
...
15. Compton, Calif.

The rankings are based on a city's rate for six crime categories: murder, rape, robbery, aggravated assault, burglary, and motor vehicle theft.
not sure what year the following is based on...
Code:
Crime Category Camden, New Jersey Baltimore, Maryland
Robberies 1071 682
Rapes 70 32
Homicides 51 42
Aggravated Assaults 1216 1001
Motor Vehicle Thefts 1437 1078
Crime Lab Index 690 515

Number of crimes reported has been adjusted to yield a rate per 100,000 people.
NYC isn't even in the top 25.
