Shit happens and people want to live in certain places, they will pay to rebuild. Florida is full of old retired people that have nothing better to do with their money than spend it on rebuilding their house every year.
Dude even up here i have never heard of a building collapsing cause of snow. a couple of trees, and 1 time a big ice storm and the power grid went out for a week or so. but that buildings were wrecked.... never heard of it.
