Shit happens and people want to live in certain places, they will pay to rebuild. Florida is full of old retired people that have nothing better to do with their money than spend it on rebuilding their house every year.
Yes there was some bad flooding a few months back, but this is such a hilly area... very few people were affected. People near the river were hit hardest. Most other people just got soggy yards, nothing much.
But, yea people live where they wanna live.
Personally, I think New Orleans needs to be bulldozed, filled in, and raised 10feet above sea level. Only then should people be allowed to move back in. IMO, but noone ever listens to me.
