Florida rebuilding after a hurricane is about like up north in the winter. They get winter storms from hell, its tears shit up, yet they rebuild. It would be retarded to keep an entire state vacant because of the hurricanes. Any state could be hit by a hurricane/tornado/blizzard/possible earth quake, yet people are always going to rebuild.
Lived up here in NEPA for 15 years and no snow storm has caused me to need to "rebuild" anything.

Sure we might get a day off here and there and have to shovel out, but it doesn't cripple us or make us homeless.

Hell even the power/phone rarely goes out durring a storm.
