Default Car overheating, what could it be?

So, here's what happened. It's a cool night. I drove around all night, car ran at below the 1/2 cold/hot mark like normal. I idled for about 20-25 minutes and at the end of that 20-25 minute idle (talkign with some people) the temp moved up to about 1/4th from HOT.

I started driving and it instantly cooled back down to the normal below half mark.
I get home, check the radiator. Radiator has 100% fluid in it. The resevoir has none. I fill the resevoir to just below the MAX line and idle the car for 10-15 minutes (closer to 10).

The car is sitting dead still, the temperature never moves one tick over the normal below 1/2 mark... but the fans *never* turned on.

So, what are you guys' opinions?
thermostat? switch? do the fans matter?
The engine was definatly warm when I started the idle test, and the fans should have kicked in within the first 2-3 minutes....

Let me know what you guys think, thankfully its almost winter so I dont have to worry too much.
