Line up the TDC mark on the crank with the mark on the lower timing belt cover, set the cams both to TDC, slip the belt on, and tension.

If your belt snapped, chances are you bent valves since the B18 is an interference engine. You really need to remove the head and check for any bent valves before you replace the timing belt.
