you have a direct short to ground. some cars use the same fuse to protect instrument lighting as well as running lights and since you have lights all around the car and instruments-it could be anywhere?

I would check the fuse block and find out what circuits are on the fuse and troubleshoot from there. Remove bulbs etc one at a time untill the problem is discovered. I would also check the last place any work was accomplished and see if there was something left loose in the area. Good luck...
