even though the kid wont be a primary driver of any car, the fact that he is in the household and will be operating a car, even "occasionally", the kid must be listed in the policy as a driver. also, insurance is for the car AND the driver. the reason why a lot of people have the misconception that its just for the car and not the person is that the order of insurance priority goes as follows: car first, then driver.
when this is important, is during an accident, the insurance holder on the car is first liable for damages, and then anything above and beyond that, the driver's insurance is liable. if the driver is the insurance holder for the car, then whatever the policy limits are, thats that.
