I don't remember what the cylinder diameter is for the D16's, and .30 over isn't much of an over-bore, really just to clean up the cylinder walls and hone them for new rings. I wouldn't use Venom, they're in a close race with APC imho. I'd go with Precision, DSM, or RC. Likely 550's so you have room to grow and 550's will still keep a nice smooth idle.
PSI is a relative thing. Most people just get excited to talk about how much boost they can/are running. Don't focus on that, focus on power. The tuner will likely know how much the sleeves/rods/pistons/rings/hg can handle and what your fuel system will support. The compression is the variable in this situation so it's hard to say. SleeperCivicEX ran 12psi daily on his completely stock D16Y8 with RC 440's, an O2 simulator, Greddy 15g kit, Greddy type31 fmic, and a Greddy ProfecB Spec boost controller. I think he pushed 220 whp, but his OEM piston ringlands were dying at the end.
The motor you listed is really built for N/A. Before you buy it, I'd talk to the tuner you mentioned. You might be buying something that you would have to rebuild to run boost on. The compression, stroker crank, and cam are the areas of concern.
