Cooler air going in the inlet>compressor>intercooler = cooler air coming out of the IC. There usually isn't room to run piping from the wheelwell to the inlet, but you can usually route some ducting to bring cool air to the inlet filter. Or, you can look into a liquid-air intercooler which chills things down more effectively than an air-air IC. PWR makes a barrel type liquid-air that looks nice:
