Not to be too harsh, but your friend would do a whole lot better if he'd do a little research before purchasing whatever sounded good. He should be over 200 hp with a 2.5" exhaust, header with 2.5" collector, and tuning.
On topic though... 200 HP naturally asperated out of a b18b will be a bit of a chore, and you'll lose drivability. I'd consider an LS/VTEC.
With the right mods you might pull it off for $3K.
