It doesn't get to me. I see it as lazy on their part if they don't attempt to speak English, but even so many Americans get very angry with people who have thick accents and do not speak English well. Actually, people are just angry in general.
What is the alternative? Speak slowly and simply. I love people that yell at somebody that doesn't understand English well. See, Americans are like the French. They are so pressed for time that they get angry before they think about somebody other than themselves.
Anyway, I hear "I axed you" more often than I hear "le pregunte."
:shrug: Nobody says anything about the inner city people speaking poor English. It's only when they feel threatened that they enact to change something. This is far deeper than language.
