If a person has decided to make the USA their permanent home they need to learn English. If people are visiting and temporarily they should know enough to get by. When I go to foreign countries I try my hardest not to speak English to the locals...the last time I was in Germany I got very good and learning how to order food and drinks without resorting to English and it took only 2 weeks.
