FUCK THAT!!!!! My parents moved to this country and didnt know English except for a few words. What did they do? They took English lessons at night school after they went to work during the day. It took some time till they were fluent but they didnt rely on anyone learning their language or anyone helping translate. Anyone can learn you just have to want to and most people dont want to because they can get around it through translators and Spanish speaking phone menus. I dont see a Russian phone menu when I call the state department or cambodian phone menu.
