Normally the lower rev limit is for a stock LS block, as the rods are the weak point. But you have the ARP rod bolts, and from everything I've seen people spin them up towards 8500 with the upgraded rod bolts, I dunno about 9500, personally I don't think I'd try that without forged rods, but that's just me. Your mileage may vary....

Stock headgasket, and the stuff you listed should be around 10.8:1.
