no state defines statutory rape to be legal if both party are under the statutory age. thus if the statutory age is 15 and you the two party involved are both 14, guess what, the guy can still be charged. in fact there has been cases where the statutory age was 18, the parties involved were 16 and 17 and the guy was charged with statutory rape.
