yeah, you can clean out the inside of an intake manifold using any kind of cleaner or WD-40 and a balled up rag, and yeah, a wire wheel to polish it would work, but only make a touch of difference. It's going to get dirty again soon though, unless you get a catch can. All that sludge is from oil getting in through the breather line.
