if you want bolt on power from a b16, hang it up...but if you want to crack the valvecover and do a springs/retainer/cam upgrade, and put bolt ons on you can do what you are asking for... I have a friend with a STOCK b16 with i/h/e on it in a 93 hatch, it runs 14.5 all day... The most crucial part to hp and torque numbers in a close to stock form is tuning and mainly header...if there is nothing that you buy that is really nice in your build, atleast make the header a very nice pick...
